UN calls for state preventing radicalization in the youth

17/12/15

In the early December, with the consensus of 15 members, the Security Council of the United Nations adopted a resolution calling on nations of the world to adopt measures to prevent radicalization situation in the youth and remove the causes leading to this situation.
In the recently adopted resolution, the Security Council expressed concern at the fact that, among the civilian population, young people aged from 18 to 29 make up a large proportion of those who suffer the consequences of armed conflict, particularly refugees and migrants, they do not have access to education and economic prospects, and this is especially detrimental to the process of building sustainable peace and reconciliation.
The members of the Security Council of the United Nations also stressed that young people engage in acts of violence and violent extremism as a threat to stability and development with negative impact which impedes efforts to consolidate peace and even nurture the conflicts. The Security Council stressed the need to remove the causes and factors that contribute to the radicalization of the youth which leads to violence and violent extremism, and in some cases it also turns into members of terrorist acts.
The Council also expressed concern that terrorists and their supporters are increasingly using information technology and communications including the Internet to recruit young people and encourage them to take the terrorist acts and financing, planning and preparing for their activities.
According to the Security Council, the member states of the UN should act in the spirit of cooperation to prevent terrorists who take advantage of technology, media and other resources to serve the purpose to incite terrorist acts and act with respect for human rights, fundamental freedoms and all other obligations under international law.
The Security Council also urged member states to "consider ways to strengthen the representation of the youth at all levels" in the process of decision-making bodies and local system, national, regional and international process of settling the conflicts.
15 members of the Security Council called on all stakeholders, especially including the parties negotiating and implementing peace agreements, focusing on young people appropriately and evaluating that the indifference to the youth is absolutely unfavorable for building a lasting peace in all societies.
In addition, all parties involved in an armed conflict must respect fully their obligations under international law regarding the protection of civilians, including young people, especially those arising from the 1949 Geneva Conventions and Additional Protocol in 1977.
The Security Council also called on member states to create a favorable environment in which young people from all backgrounds, all have their place and necessary support to conduct violence prevention activities and promote social cohesion.
The Security Council stressed the importance of developing policies for youth, while strengthening the peace-building activities, especially to facilitate the process of economic and social development, supporting the development projects of the local economy and giving young people job prospects for job and technical training, promoting education, entrepreneurship and involvement of the youth in political life.
In addition, the Member States should also take action to build a quality education for peace, giving young people the means to engage constructively in the life of society and the comprehensive political activities.
The Security Council of the United Nations called on all concerned parties to consider the establishment of mechanisms to promote a culture of peace, tolerance, intercultural and inter-religious dialogues, including position of the youth and prevent them from being involved in acts of violence, terrorism, xenophobia and discrimination in all its forms
