Dealing with supporting activities of foreign diplomatic agencies for anti-Vietnam elements

For the last few
years, hostile forces from the US and Western countries have backed and incited
anti-Vietnam elements inside and outside the country to oppose the Party and
State through many ways involving dangerous plot of using foreign diplomatic
agencies like embassies, councils, representative institutions… Their purposes
are seeking and creating “opposite flag” inside the country in an attempt to
make favorable circumstance for the birth of independent political
organizations and launch “color revolutions” to alter the political system in Vietnam.
These dangerous moves are as following:
(1) Few anti-communist congressman or representatives in
the U.S. Congress and the Congress of the Council of Europe and other
countries’ such as Senator James Webb, House representative Chris Smith, Frank
Wolf, Ed Royce… have many times organized and supported congress proposals and
bills to charge and condemn Vietnam’s human rights and democracy situation,
also issued many false reports criticizing and protesting Vietnam’s state of
violating democracy, human rights and demanding the release of subjects who
were arrested and charged for crimes of violating the national security and interests.
These congressman have provided many distorted information about the real
situation in Vietnam to the U.S. partners through many reactionary
individuals and organizations, especially like Viet Tan, VOICE, BPSOS… and
non-governmental organizations to conduct the scheme of changing political
system in Vietnam.
They used information provided by those organizations to put pressure on our
Party and State to make concession on democracy and human rights. They are also
ready to engage when members of these reactionary organizations being arrested.
In 2014, the U.S. and Western diplomatic agencies supported many groups of
domestic anti-Vietnam individuals and their relatives to go abroad for
participating anti-Vietnam sessions on human rights and democracy like UPR
sessions, congress’s sessions in Canada, US, EU…
(2) Few subjects under the cloak of diplomatic personnel
in the US,
EU embassies publicly protested the Vietnamese government against our handlings
of anti-Vietnam elements; tried to intervene and called for the release of
so-called “conscience prisoners”. Besides, those embassies maintain “communicating
channels” with home anti-Vietnam elements through cellphone, email… They
usually invite these individuals to diplomatic receptions and events or
directly visit and meet to encourage these individuals and their relatives at
home. They’ve also guided these elements to conduct activities of collecting
information, spreading false reports about Vietnam’s democracy situation and
organized hundreds of meetings and campaigns (with many participations of
diplomatic personnel of the US and Western Congresses) to call for supports
from international organizations to protest Vietnam’s government and invite
them to take part conferences, meetings to hand petitions and to provide
information distorting the truth and to appeal other countries to put pressures
on our government to free those arrested anti-Vietnam individuals related to
politics like Cu Huy Ha Vu, Le Quoc Quan, Nguyen Van Hai, Nguyen Van Ly…
Typically, some subjects have established so-called the Group of 258 statement
to utilize signatures and organized delegations to the embassies of Canada,
Germany, Sweden… and headquarters of international organizations located at
Thailand, Philippines to hand the 258 statement which distorts the situation of
democracy and human rights in Vietnam and calls international community to
force Vietnam to rule out the Article 258 in the Criminal law 1999 supplemented
in 2009. In 2014, key members of groups such as “Vietnam’s blogger network”, “Civil
society Forum”, “No-U”… held many debates distorting the situation of human
rights, freedom of press and speech in Vietnam, with participation of some
diplomatic personnel and reporters from countries like Germany, Australia,
Sweden and EU who have extreme ideology against Vietnam.
To deal with,
our authorities have initiated many active measures of gathering intelligence
of these anti-Vietnam individuals and organizations and launched propaganda
operations on diplomatic means and mass media to reject these elements’
allegations and actions. In addition, to show our government’s respect of human
rights, we have given pardons for many sentenced bloggers and “conscience
prisoners”. Moreover, we must have supervising mechanisms of diplomatic
delegations and their personnel to ensure they don’t misuse their positions to
operate against Vietnam.

Yes, we need to enhance our management of diplomatic delegations in Vietnam. Don't let they think they can do what they want.
They are not diplomatic personnel, they are hostile elements.
Anti-Vietnam individuals can do anything without supports from outside forces, we should deter these coordination and cooperation.
I see many US congressman have operated activities against our national interests and try to put pressure on our Party and State to do what they call human rights and democracy, so ironic!
They try to appeal the U.S. Congress to put Vietnam in the CPC list which has no meanings but a symbol of U.S. ignorance.
Their ultimate goal is to overthrow our regime, we need to be alert of these diplomatic activities.
Some self-proclaimed human rights activists look to U.S. and EU embassies like their mommy.
Like child to their mommy, a funny comparision, I like that.
Behind these diplomatic delegations is their administrations and we should be aware of that, they can give up their purposes easily.
They have diplomatic immunity but we have many measures to stop their supports for those anti-Vietnam elements.
