US bills and resolutions: Distorted and unreasonable!

Human rights have been considered the most value of human life. All countries, all peoples are responsible for protecting and promoting human rights. Firstly, the responsibility belongs to United Nations’ institutions and regional mechanisms. Within these framework, no countries, no other organizations have right to condemn others on human rights record. UN General Asembly is the highest institution responsible for managing and suppervising human rights inplementation of each nation and has rights to request related country to adjust its’ policies and stop human rights violation. Bringing a country to a UN General Asembly’s hearing section about human rights follows a strict process and proper procedure to minimize political motives and schemes.
Thus, every four years, member states have to make an overall report as Universal Periodic Review - UPR on human rights implementation. The UPR is a mechanism of the United Nations Human Rights Council to address all countries and all human rights. So, except that, no countries or organizations is legitimate to judge and condemn on human rights records of others. Other opinions of one country’s human rights are just considered reference and must be expressed by constructive performances and must not interfere with one country’s internal affairs.
Therefore, the US bills or lawful documents passed by some groups of the US extreme senators and representatives which criticize Vietnam’s human rights situation are against the UN Charter and undermine this organization’s international roles.
Human rights is a value which contains a wide variety of definitions and exists in many countries, many peoples. The world has common values, but in many regions and nations with different traditional culture, customs and development levels there are different definitions, views and opinions about human rights.  
Vietnam’s 2013 Constitution has a charter for human rights and civil rights only. It shows a new thought in Vietnamese legislation in general and in Vietnamese human rights implementation in particular. In Vietnam, now, we can see how people, from urban areas to countryside, practice their rights to freely follow religions or not, join this or that organizations, associations as long as they don’t do anything against Vietnamese laws, no one or forces suppresses them. Also, people have rights to speak, read and write anything if not violating laws and moral principles. To those US senators and representatives, they should come here and see whether Vietnam has human rights or not, and stop complain for Vietnamese people.
I think those senators and representatives just read some websites and blogs which are published on the Internet by extreme and reactionary individuals in an attempt to oppose the Party and State of Vietnam. They are all hostile elements who have been trying to undermine the leadership of the Party and State of Vietnam and to damage Vietnam’s national interests. So ironical that a nation which invaded and be defeated by the Party and people of Vietnam, now come back and try to protect for Vietnam’s human rights, so generous but shameless the United States of America.
Up to now, US bills and resolutions about Vietnam’s human rights records just based on allegations from those individuals who violated laws and so were being arrested and judged by Vietnam’s government. In conclusion, those US politicians have now supported elements who oppose Vietnam’s government, maybe it is their ultimate goal to protest Vietnam.
Vietnam and US have many differences in defining and implementing human rights, that’s why both countries hold annual dialogues on human rights every year which now it’s just passed the 19th session in 2015. For a deep and true cooperation between the two countries, US law-makers should give up their hatred and prejudice towards Vietnam’s regime, even it is different from their political views, and they should respect Vietnam’s independence and sovereignty and gain a real look about Vietnam’s human rights situation./.

Nothing is free, they just do that for their purposes of elections. Just naive persons believe that they do it for Vietnam's interests.
